Executive Administrator

Jack W. Walker, PhD has been appointed executive administrator of the State Health Plan for Teachers and State Employees, assuming this leadership role on July 9, 2008.  He previously served as executive administrator from November 1999 to March 2005, before retiring. He brings to this position more than 30 years of experience in health care administration and executive management.

In his prior six years as executive administrator for the State Health Plan, Walker negotiated cost-saving contracts with providers and hospitals and assisted in drafting legislation for a pharmacy benefit manager program. His belief in a collaborative approach to health and wellness for members and the State Health Plan resulted in the launch of NC HealthSmart, a major health and wellness initiative.

Walker is committed to quality, cost-effective programs for members.  Working closely with the executive committee and staff, he will focus on monitoring the financial condition of the Plan and implementing the necessary adjustments and changes.

Before joining the State Health Plan, Walker held leadership positions in non-profit and for-profit health insurance companies and government agencies. He served as chief executive officer for the State Employees Group Benefits Program in Louisiana, Gulf South Health Plans, Inc. and Community Health Network of Louisiana, Inc.

Walker holds a Doctorate degree in Administration and Management from Columbia Pacific University, an MBA degree from the University of Iowa, and a Bachelor of Science degree in Industrial Management from Carnegie Institute of Technology.
