Executive Leadership

Lacey P. Barnes

Interim Executive Administrator

Lacey P. Barnes Lacey P. Barnes was named interim executive administrator effective July 1, 2011. Prior to this position Barnes was appointed Deputy Executive Administrator in February 2009. She joined the State Health Plan as chief operating officer in July 2008, and served on the Board of Trustees from September 2006 to June 2008.

In her role, Barnes has responsibility for all aspects of the State Health Plan's operations, including health plan operations, business support services, contracting and legal compliance, as well as integrated health management. Before joining the State Health Plan, she worked for WakeMed Health and Hospitals, serving as executive director of WakeMed Faculty Physicians, the health system's academic multispecialty physician group practice.

Previously, Barnes was the assistant director of Recipient and Provider Services for the North Carolina Department of Health and Human Services in the Division of Medical Assistance (DMA). She has also held management positions at Kaiser Foundation Health Plan and at East Carolina University School of Medicine.

Barnes holds a Master of Business Administration degree from the McColl School of Business at Queens University in Charlotte, a Bachelor of Arts degree in business management from North Carolina State University, and an Associate of Arts degree from Peace College.

Mona M. Moon

Chief Financial Officer

Mona M. Moon Mona M. Moon joined the State Health Plan for Teachers and State Employees as chief financial officer in August 2008.

She oversees the Plan's day-to-day financial operations, including accounting services and financial reporting, analysis, and monitoring. The chief financial officer also advises the executive administrator on forecasting and budgeting.

Before joining the State Health Plan, Moon was chief business operations officer for the North Carolina Department of Health and Human Services, Division of Medical Assistance. She also served as principal fiscal analyst for the Fiscal Research Division of the North Carolina General Assembly.

In her more than 20 years of financial management experience, Moon has held a number of other leadership positions in the private sector, including financial manager for Veritas Laboratories Inc. and corporate controller for Admiral Transportation Services Inc.

Moon received a bachelor's degree in Business Administration and a Master of Science degree in Public Health from the University of North Carolina at Chapel Hill.

Lotta Crabtree, JD

Director of Contracting and Legal Compliance

Lotta Crabtree Lotta Crabtree is director of contracting and legal compliance for the State Health Plan for Teachers and State Employees. Crabtree, an attorney and former registered nurse, is responsible for ensuring that the Plan complies with all federal and state rules and regulations. She also provides oversight and monitoring for Plan contracts.

Before joining the Plan in November 2010, Crabtree served as the Plan's outside counsel as an assistant attorney general with the N.C. Department of Justice. She graduated from the University of Pittsburgh School of Law in 1999. Following graduation, Crabtree practiced as a medical malpractice attorney for nine years with the firm of Caroselli Beachler McTiernan and Conboy in Pittsburgh.

She also holds bachelor's degrees in political science and philosophy from Virginia Polytechnic Institute and State University and is a 1991 graduate of the Virginia Appalachian TriCollege Nursing Program.

Beverly Harris

Director of Healthcare Analytics

Beverly Harris Beverly Harris is director of healthcare analytics for the State Health Plan for Teachers and State Employees. She joined the plan in 2003 as strategic planning manager. She was named director of human resources and business support services in 2005, and joined the Plan's Executive Leadership team in 2010. She accepted her current position in 2012.

Harris oversees and manages all activities undertaken by the Data Analytics team, including data collaboration, monitoring, integrity, collection and enterprise reporting. She leads the data analytics team in developing and supporting the clinical, operational and financial reporting and performance initiatives throughout the State Health Plan.

In her previous role, Harris was instrumental in developing the Plan's human resources office and oversaw the development of the Plan's data repository, which allowed the Plan to bring its reporting and analytics in-house using SAS. Before joining the State Health Plan, Harris served 18 years in the health care sector including positions at UNC Health Care, the N.C. Department of Health and Human Services and at a U.S. Veterans Administration medical center.

Harris is certified as a professional in human resources by the Society for Human Resources Management. She holds a master's degree in strategic leadership and communication from Seton Hall University, and earned a bachelor's degree in business administration from N.C. Central University.

Anne B. Rogers, RN, BSN, MPH

Director of Integrated Health Management

Anne RogersAnne Rogers became the director of integrated health management for the State Health Plan for Teachers and State Employees in March 2008, after having joined the Plan in January 2007 as the disease and case management coordinator. Rogers is responsible for strategic planning and management of the Plan's healthy living initiative, NC HealthSmart, a program that provides a continuum of health and wellness supports and services for Plan members. NC HealthSmart includes health promotion, worksite wellness, health coaching, and disease and case management.

Before joining the State Health Plan, Rogers served 18 years for the Department of Health and Human Services - Division of Medical Assistance (DMA). Eight of those years were served in DMA's managed care section before joining the director's office as the chief of quality, evaluation and health outcomes.

In her 28 years of health care experience, Rogers has also served as the quality assessment coordinator for WellPath Community Health Plans in Chapel Hill, N.C., and at Granville Medical Center in Oxford, N.C., where she provided direct nursing care to obstetric, gynecologic, surgical and neonatal patients.

Rogers holds a Bachelor of Science in Nursing and a Master of Public Health from the University of North Carolina at Chapel Hill.

Caroline Smart

Director of Health Plan Operations

Caroline Smart Caroline Smart joined the State Health Plan for Teachers and State Employees as director of health plan operations in October 2010.

Smart oversees network operations, customer services and communications for the Plan. Her primary responsibility is managing the administrative services agreement, which includes member eligibility, enrollment, claims and related services.

Before joining the State Health Plan, Smart was assistant vice president for plan services at CIGNA. She also served as assistant vice president for plan services, plan services manager and benefits analyst at Great-West Healthcare, and as senior claims analyst at Equicor.

Smart has more than 25 years of private sector health care operations experience, including 13 years in management. She holds a bachelor's degree from the University of North Carolina at Chapel Hill.

Tracy D. Stephenson

Director of Pharmacy Benefit Administration

Tracy D. StephensonTracy D. Stephenson is director of pharmacy benefit administration for the State Health Plan for Teachers and State Employees. She joined the State Health Plan in July 2002.

Before joining the State Health Plan, Stephenson worked with the Department of Insurance in the Consumer Services Division. Previously, she worked in private sector health care administration for 15 years.

Stephenson oversees the management, development and enhancement of all aspects of the State Health Plan's pharmacy contracts and programs. Her responsibilities include: implementing strategic pharmacy initiatives; overseeing the State Health Plan's pharmacy benefit manager contract to ensure maximum economic value to the Plan; and managing the Plan's Medicare Part D program.

Stephenson attended the University of North Carolina at Greensboro where she studied business management. She serves on the Government Advisory Panel for Medco, the State Health Plan's pharmacy benefit manager.
